PHECC Public Sector Equality and Human Rights Duty


All public bodies in Ireland are required under law to promote equality, prevent discrimination and protect the human rights of their employees, service users and all those affected by their policies, plans and decisions. This legal obligation is known as the Public Sector Equality and Human Rights Duty (the Duty).

The Duty has been a requirement of Irish law since 2014 and is set out in section 42 of the Irish Human Rights and Equality Commission Act 2014. It places equality and human rights at the centre of how public bodies carry out their functions and supports a proactive approach to embedding these principles in decision-making, service delivery and organisational culture.

The Pre-Hospital Emergency Care Council (PHECC) is committed to fulfilling its obligations under the Public Sector Equality and Human Rights Duty. In carrying out its statutory functions, PHECC will work to eliminate discrimination, promote equality of opportunity and protect the human rights of those who are affected by its work, including registrants, education and training providers, service users, stakeholders and staff.

In its day-to-day operations, and particularly in its engagement with stakeholders and members of the public, PHECC seeks to ensure that no individual experiences discrimination on any of the nine protected grounds under equality legislation: gender, civil status, family status, sexual orientation, disability, age, race, religion, and membership of the Traveller community.

PHECC is equally committed to ensuring fair, inclusive and respectful treatment of its employees and will promote a working environment that upholds equality, dignity and respect for human rights.

Through its policies, procedures and practices, PHECC aims to embed equality and human rights considerations into all aspects of its work, in line with its statutory responsibilities and public service values.
